The issue over birthright citizenship depends on one important phrase in the 14th amendment.  It gives citizenship to a child born of a person who is "subject to the jurisdiction thereof" in the state which they reside. A year ago, a woman set  fire to a building that was under construction in Casper, Wyoming.
